AID Upstate serves as the lead agency of the Ryan White Comprehensive AIDS Resource Emergency (CARE) Act Consortium, and contracts with the state to manage resource allocation of HUD’s Housing Opportunities for Persons With AIDS (HOPWA) program and Department of Alcohol and Other Drug Abuse Services (DAODAS). The consortium contracts with several health care/mental health care providers to enhance the quality of services to those un- or under-funded.
